Project Spotlight: Newman Water Treatment Plant – Interim Tanks Construction
Project Duration: Jan 2024 – Jun 2025
Location: Pilbara Region, WA
Project Overview
Downer was engaged to supply and install a new interim drinking water storage facility for a client in regional WA.
The scope of works included:
- Construction of three new interim drinking water tanks
- Tank pad earthworks construction
- Ring beams and footings
- Installation of a new transfer pump station
- Pipework and high-voltage power supply
- Electrical and instrumentation & control (I&C) systems
Approach
- Downer worked closely with the client for improved constructability. Managing access routes, main road traffic and tie-in configurations reduced interface risks and enabled smoother, faster installation.
- Key locations originally specified for HDPE piping were upgraded to stainless steel. This change accelerated installation, reduced long lead times, and extended the design life of the infrastructure.
- By identifying critical path activities early, Downer sequenced works to allow early commencement of key installations. This proactive planning minimised schedule impacts from scope changes and ensured timely project delivery.
- Digital project management and monitoring tools provided real-time updates, improving coordination and transparency for both the client and project team.
- Downer engaged several trusted subcontractors and business partners to support the achievement of target milestones.
The outcome:
- Mitigating the critical risk of water supply interruption
- Improved constructability and installation efficiency through engaging a skilled team
- Increased long-term asset reliability through material upgrades
- Enhanced project transparency and coordination for progress reporting
This project highlights Downer’s capability to deliver high-value water infrastructure solutions for its clients in Western Australia while maintaining safety, quality, and operational continuity.
