Future-focused water infrastructure delivered for south western Sydney

A major upgrade to the West Camden Water Recycling Facility has doubled wastewater treatment capacity, supporting the development of up to 70,000 new homes and providing high-quality recycled water for local agriculture and recreation.
Delivered by a joint venture between Downer and BMD, in partnership with Sydney Water, the project represents a significant investment in the region’s future. The new facility can now treat up to 1,500 litres per second of influent, protecting the Nepean River by reducing nutrient loads and strengthening the long-term health of the local ecosystem.
The scope included new inlet works, four advanced membrane bioreactor (MBR) treatment systems, biosolids upgrades, and extensive electrical and civil works. The installation of the largest membrane bioreactors operating in the southern hemisphere marks a major milestone in treatment capacity and showcases leading innovation.
Instead of simply expanding existing infrastructure, the project team developed an alternative design that enables the full decommissioning of the ageing, unreliable plant. This future-proofs operations, simplifies processes, and enhances effluent quality.
Digital engineering played a pivotal role in delivery. A centralised platform for 3D modelling and 2D drafting provided a single source of truth, while virtual reality sessions allowed operators to engage with the design before construction. Early vendor involvement, model reviews, and collaborative planning reduced rework and improved constructability.
Neal Firth, Downer’s Executive General Manager Water, said the project demonstrates what is possible when technical expertise and collaboration come together.
