Downer's history with Defence
Having supported Defence for 80 years across a range of services, the Department of Defence is one of Downer’s longest standing customers.
Downer has provided manufacturing and heavy industry capability to the Defence sector since the 1940s when Evans Deakin Industries manufactured the Bathurst Class anti-submarine Frigates.
The breadth of our service offerings allows us to provide advisory and project delivery services to the same customer organisation. This provides value to Defence through the retention of project knowledge and early contractor involvement. Importantly, we are conscious of the need to identify and manage probity and conflict of interest concerns.
With this is mind, Downer has established a separate and wholly owned subsidiary, Downer Professional Services, dedicated to the delivery of ‘above the line’ professional services. Separated by reporting lines, location, people and systems, the interaction between Downer Professional Services and the rest of the Downer Group is strongly governed.

Downer Defence has a large and established Professional Services business that provides critical support and advice to both Defence and National Security agencies. With 900 inhouse and key small and medium enterprise partner resources, Downer Professional Services works on behalf of the Commonwealth to provide:

The DPS Team Downer consortium is one of four major service providers (MSPs) to CASG.
We have a long heritage in supporting the management and upkeep of Defence bases and military precincts including:
- Airfields
- Naval bases
- Barracks and accommodation precincts
- Military training areas
- Educational precincts.
We provide asset management, facilities management, engineering and condition assessment, and a large range of support and operational services to the ADF, at over 170 military bases.
We have been upgrading and creating new Defence infrastructure on ADF bases since 1968. We currently support estate development and base upgrades through a range of project management, programme management and hands on delivery of infrastructure, including extensive runway works at RAAF Base Williamtown, RAAF Edinburgh and RAAF Richmond.
