RPQ is transitioning to the Downer brand
Since 1984, RPQ has built a reputation for excellence in the flexible pavements industry.
With over 300 staff, a fleet of 400+ vehicles and mobile plant, and depots across QLD and NSW, we’ve proudly served State Road Authorities, local councils, civil contractors, and communities.
As we align more closely with Downer, we’re bringing together the best of both worlds. RPQ’s local expertise and relationships, with Downer’s national scale, systems, and innovation.
What’s changing?
- RPQ will start to operate under the Downer name and branding.
- Our systems and processes will be updated to align with Downer’s standards.
- You’ll begin to see changes in signage, documentation, and email addresses.
What this means for you
- Clients and suppliers may notice some small changes in how we operate, such as invoicing, reporting, or communication platforms.
- We’ll work closely with each of you ahead of time to ensure a smooth and supported transition.
- The transition is being delivered in three location-based waves: North Queensland (Mackay & Townsville) on 1 December 2025, Northern NSW (Chinderah, Tamworth, Moree & Grafton) on 2 March 2026, and South-East Queensland (Pinkenba, Gympie & Dalby) on 4 May 2026, with full completion targeted by June 2026.
A message from Phil Burns

Phil Burns
General Manager – Thin Surfacing
“RPQ has been part of the Downer family for nearly a decade, and this next step is about bringing that relationship to the forefront. For our spray seal clients and partners, it’s business as usual—just with the added strength, systems, and support of the Downer brand behind us. We’re committed to working closely with you to ensure the transition is smooth, transparent, and beneficial for everyone involved.”
What’s staying the same?
- Our people: You’ll continue working with the same experienced and trusted team.
- Our services: From spray sealing, asphalt, foam bitumen stabilisation, and crack sealing to equipment hire and calibration, our capabilities remain unchanged.
- Our values: We remain committed to safety, quality, community, and sustainability.
Why this change?
This transition reflects our long-standing integration with Downer and allows us to present a unified identity to our clients, suppliers, and communities. It strengthens our ability to deliver end-to-end transport solutions and reinforces our position as a trusted partner in infrastructure delivery.
