Managing Director and Chief Executive Officer since February 2023

Mr Tompkins was formerly Chief Operating Officer of Downer and prior to that was CEO and Managing Director of Spotless Group Holdings Limited.

Mr Tompkins joined Downer in 2008 and was appointed General Counsel in 2010.

Mr Tompkins has represented Downer on numerous Boards including Keolis Downer, Evolution Rail and Reliance Rail.

Mr Tompkins has qualifications in law and commerce from Deakin University.

Mr Tompkins lives in Sydney.

Malcolm was appointed as Downer Group Chief Financial Officer July 2023. 

Previously Malcolm held the role of Chief Operating Officer at G8 Education Limited. Prior to that, he has held senior executive roles including as Chief Financial Officer at Healius Limited, Deputy Chief Financial Officer and Group Executive Transformation at CIMIC Group Limited, Acting Head of Finance and Risk at Sydney Metro and Senior Audit Partner at KPMG.

Malcolm is an accomplished leader with significant financial and senior executive experience in publicly listed entities covering the infrastructure services, construction, health, and education sectors.

He is a Chartered Accountant and holds a Bachelor of Commerce from Newcastle University. 

 

Chief Risk Officer since August 2023

Ashley is an experienced risk and commercial executive with diverse leadership experience across major projects and complex contract services environments. He has strong operational leadership expertise combined with enterprise risk experience. Ashley has operated as the Global Head of Operational Risk for Lend Lease Group in relation to tendering, delivering, and reviewing projects across Australia, the US, Europe, and Asia, responsible for risk across a $15 billion portfolio of work. His operational leadership in wide ranging construction services provides Ashley with a practical and commercial focus on delivery within the parameters of a contemporary risk framework. Ashley has exceptional stakeholder management skills and a practical lens regarding risk analysis of project delivery.

Robert Regan commenced as Group General Counsel and Company Secretary on 1 January 2019.

Prior to joining Downer, Robert held a range of senior positions in a legal career spanning more than 30 years, most recently in the role of Partner-In-Charge, Sydney for a leading Australian law firm.

He holds a Bachelor of Laws (LLB) and Bachelor of Arts (BA) from the University of Sydney and is a Harvard Business School alumnus.​​

Robert has extensive Board and governance expertise across a range of industries.

Julie joined Downer in 2010 as General Manager Zero Harm for the former Works division’s Australian operations. In 2012 Julie was appointed to the role of Executive General Manager Zero Harm responsible for leading the function across Downer Infrastructure Australia. In 2013 the scope of this role broadened to include Downer Infrastructure’s international operations. In 2015, Julie was appointed Group Head of Zero Harm, responsible for Zero Harm across the Downer Group. In March 2021, Julie was appointed Group Head of Sustainability, responsible for guiding the Group's strategies, policies and reporting on sustainability. 

Julie is a highly experienced health, safety, and environment professional and has led safety functions in various high risk industries. Her background includes law enforcement, rail, mining, heavy manufacture and transport.

She holds a Bachelor of Science in Safety as well as a Master of Engineering Science in Manufacturing Engineering and Management.

Jan joined Downer in 2015 as Executive General Manager People & Culture for Downer New Zealand, prior to being appointed to Downer Group Chief People Officer in 2023.

Jan has 25 years’ experience in People & Culture, having worked across all HR disciplines and functions during that time. Her career started as an HR specialist, leading remuneration and organisational development teams, but in the past 10 years has been focused on developing effective models for strategic HR business partnering.

Large transformational change has been a theme during much of Jan’s career, including leading HR through the operational separation of Telecom into Chorus and Telecom (now Spark).  Her key areas of expertise include organisation design, talent management, capability development, change management and leadership development.

Kerri-Anne joined Downer in 2005 for the former Engineering Division and has worked across Business Unit and Group roles before her current appointment in 2019 as Executive General Manager Business Services to support the business operations in Finance, HR & Payroll services, Procurement and Strategic Sourcing, Property services and Group Solutions support and advisory.

Kerri-Anne is a Chartered Accountant and Graduate of the Australian Institute of Company Directors (AICD) with more than 25 years’ experience in Finance and IT roles working in Australia, New Zealand and Asia across various industries. She has led functions in Finance Operations, Shared Services, Business and System Transformation, Strategy Development, Audit, Group Reporting and Project and Change management.

 

Jacob was appointed to the role of Head of Downer Defence in June 2021 following the consolidation of the Group’s Professional Services, Base and Estate Management, and Estate Development and Base Upgrade offerings.

Jacob joined Downer in 2003 and previously held roles as Executive General Manager of Spotless Defence, Executive General Manager Power and Gas and Executive General Manager New Zealand and Pacific. 

​​​​​He has 25 years’ experience across both Australian and New Zealand markets in senior leadership roles across the facilities management, defence, industrial, electricity and gas distribution sectors.

Jacob has significant experience in strategic planning, mergers and acquisitions, major contract re-bids, complex commercial negotiation and dispute resolution and has led several Zero Harm transformations. Jacob holds a Bachelor of Commerce Degree and undertook post graduate qualifications as a Chartered Accountant.

Murray Robertson has had a diverse and exciting 15-years with Downer. He joined the business as an engineer delivering civils & pavement construction and has since worked across many of the Downer sectors. Prior to being appointed COO Transport Services, he was the CEO of Downer New Zealand, and previously held the roles of EGM Facilities, EGM Hawkins and senior positions in the Transport Services team.  

Murray holds an NZCE (Civil), Diploma in Environmental Technology, Bachelor of Engineering and an executive MBA. He is a Chartered Professional Engineer, a Fellow of Engineering NZ and a Chartered Director. In Murray’s spare time, he enjoys adventure travel, skiing, and time at the beach with his family.  ​​​

Well known for his hard-working genuine nature and can-do attitude, Murray likes to get things done. He sees Downer as a ‘team of teams’ and is passionate about the culture and high-performance that sets this business apart from the rest. 

Luke was appointed to the role of Chief Operating Officer, Utilities and Industrial Energy in March 2024.

Previously, Luke held the role of Executive General Manager at Coates. Prior to that, Luke held senior executive roles, including Executive General Manager, Services / Asset Services at UGL, and senior leadership roles at Orica, Transfield Services, and ExxonMobil.

Luke is an experienced leader with a strong strategic mindset, clear commercial focus, and a passion for developing the teams and people around him. 

He holds a Bachelor of Chemical Engineering (Honours) and Bachelor of Arts from Monash University.

 

Pat was appointed to the role of Chief Operating Officer, Industrial & Energy in March 2023, following Downer’s consolidation into a trans-Tasman business.

Pat joined Downer in March 2016. He has held various executive positions during this time, most recently as Head of Facilities & Asset Services, a role he was appointed to in June 2021. 

Prior to joining Downer, Pat held a number of executive positions with Thiess, Transfield Services, Billiton and BHP Steel.

Pat has over 30 years’ experience in operational and senior management roles across the heavy manufacturing, power generation, mining, minerals processing and telecommunications sectors.

He holds a bachelor’s degree in Mechanical Engineering from the University of Wollongong and is a Member of the Institute of Company Directors.

 

 

James commenced in the role of Chief Operating Officer – Utilities in July 2023. Prior to that, he was Head of Utilities in April 2022 and has been instrumental in transforming Downer’s Australian Utilities presence. 

During this time, James has been responsible for leading an operational and functional business realignment that has been a key enabler towards streamlining and fully leveraging the size, scale and skillsets of Downer Utilities in Australia.

As part of James’ focus on breaking down operational silos and creating better alignment to our markets, clients and customers, Power Systems and Engineering  Services have been integrated into the Business Unit. A functional realignment and restructure has further enhanced our ability to share, leverage and support each business line across the full spectrum of Utilities.

He was previously Executive General Manager for Downer in New Zealand where he was responsible for establishing the Utilities business as part of Downer’s move to sector-based businesses. James also led the integration of the New Zealand Spotless business,  forming Facilities Services and Utilities. James has over 37 years’ professional experience, encompassing the facilities management, power, telecommunications, water and gas sectors.

Prior to joining Downer, James held a number of operational and senior management positions in Tier 1 companies across Australia and New Zealand, including Tenix,  Transfield Services, Western Power and Optus. He holds a Graduate Diploma in Business Administration.
